With a master’s degree in project planning and management and a bachelor’s degree in agriculture, Espoir Serugo combines strong academic grounding with deep, hands-on expertise in agriculture, renewable energy, circular economy initiatives, financial inclusion, and gender-responsive programming.
Experienced in multi-donor initiatives
Throughout his career, Espoir has led and advised multi-donor initiatives funded by organizations including DFID, the Mastercard Foundation, GIZ, Opportunity International, the Caterpillar Foundation, Access to Finance Rwanda, and Mercy Corps.
His work has consistently focused on strengthening private-sector engagement, enhancing institutional capacity, and enabling development-oriented enterprises to enter and scale within complex and evolving markets. He has managed high-impact programs reaching tens of thousands of farmers, with a strong emphasis on women’s economic empowerment and inclusive finance models.
Espoir brings senior leadership experience across banking, consulting, renewable energy, agribusiness finance, and public sector development. His professional background provides him with in-depth local market intelligence, strong stakeholder networks, and a clear understanding of Rwanda’s regulatory and investment landscape.
Based in Kigali, he operates with full professional capacity and is well positioned to serve as a trusted country representative and strategic advisor for international organizations and companies seeking to establish or expand their presence in Rwanda.
